The growing need for mental health and substance use services in Eastern New Mexico prompted action by faculty and staff at Eastern New Mexico University in the early 1970s. In response, they established the Eastern New Mexico Resource Center to provide community-based, off-campus services. Following the passage of the New Mexico Mental Health Act in 1975, the Resource Center was reorganized as a private, nonprofit agency, formally becoming Mental Health Resources, Inc. (MHR) in October 1976. Today, Mental Health Resources, Inc. supports communities across Eastern New Mexico, serving five counties, Curry, Roosevelt, Quay, De Baca, and Harding, through offices in Clovis, Portales, Tucumcari, and Fort Sumner, and extending outreach services to Mosquero. In June 2010, MHR was designated as the adult core service agency for the five counties it serves and began providing Comprehensive Community Support Services. Building on this foundation, MHR is designated as a Community Mental Health Center and achieved Certified Community Behavioral Health Clinic (CCBHC) certification in 2026.
