The growing need for mental health and substance use services in Eastern New Mexico prompted action by faculty and staff at Eastern New Mexico University in the early 1970s. In response, they established the Eastern New Mexico Resource Center to provide community-based, off-campus services. Following the passage of the New Mexico Mental Health Act in 1975, the Resource Center was reorganized as a private, nonprofit agency, formally becoming Mental Health Resources, Inc. (MHR) in October 1976. Today, Mental Health Resources, Inc. supports communities across Eastern New Mexico, serving five counties, Curry, Roosevelt, Quay, De Baca, and Harding, through offices in Clovis, Portales, Tucumcari, and Fort Sumner, and extending outreach services to Mosquero. In June 2010, MHR was designated as the adult core service agency for the five counties it serves and began providing Comprehensive Community Support Services. Building on this foundation, MHR is designated as a Community Mental Health Center and achieved Certified Community Behavioral Health Clinic (CCBHC) certification in 2026.

Statement of Philosophy
Mental Health Resources, Inc. believes in the inherent worth, dignity, and rights of every individual. Each person served is treated with respect and is recognized as having the rights, responsibilities, and protections afforded under the Constitution of the United States. MHR is committed to providing services in an inclusive and non-discriminatory manner. Purpose
The purpose embraced by Mental Health Resources, Inc. is to provide quality mental health and substance use services in the five county areas. The agency’s services are governed by the Code of Ethics established by the New Mexico Counseling and Therapy Board and all laws of the state of New Mexico pertaining to the delivery of our services.
Client Confidentiality
Clients of Mental Health Resources, Inc. have the right of total confidentiality between themselves and our agency staff. No information will be shared with any other individual or agency without the client’s written consent.
Staffing
Mental Health Resources, Inc. employs a multidisciplinary team of more than 100 clinical, administrative, and support staff professionals committed to delivering accessible, high-quality behavioral health services. All therapists hold a master’s degree and are licensed by the New Mexico Counseling and Therapy Practice Board or the New Mexico Board of Social Work Examiners. Community Support Workers have a range of educational backgrounds and receive role-specific training and supervision consistent with applicable standards. Additionally, MHR employs Spanish-speaking staff and utilizes professional interpretation and translation services as needed to ensure effective communication and access to care.
Governance
Mental Health Resources, Inc. is governed by a ten person Board of Directors representing the counties in which it provides services.
